Special equipment as referred to in this Law refers to boilers, pressure vessels (including gas cylinders), pressure pipelines, elevators, lifting machinery, passenger ropeways, large amusement facilities, special motor vehicles in the field (factory), and other special equipment applicable to this Law as stipulated by laws and administrative regulations.
Definition of special equipment
Special equipment as referred to in this Law refers to boilers, pressure vessels (including gas cylinders), pressure pipelines, elevators, lifting machinery, passenger ropeways, large amusement facilities, special motor vehicles in the field (factory), and other special equipment applicable to this Law as stipulated by laws and administrative regulations.
The state implements catalog management for special equipment.
Special equipment is potentially dangerous and is related to production safety and public safety. Once an accident occurs, it will cause serious personal injury and heavy property losses, and even seriously affect social production and living order.
There are 8 types of special equipment included in my country's safety supervision
3 types of pressure-bearing equipment, namely boilers, pressure vessels (including gas cylinders), and pressure pipelines
5 types of electromechanical equipment, namely elevators, lifting machinery, passenger ropeways, amusement facilities, and motor vehicles in the field (factory).
Among them, elevator refers to electromechanical equipment that is powered and uses a box running along a rigid guide rail or a ladder (step) running along a fixed line to lift or transport people and goods in parallel, including passenger (cargo) elevators, escalators, moving walkways, etc.
Passenger ropeway refers to electromechanical equipment that is powered and uses flexible ropes to pull boxes and other vehicles to transport people, including passenger aerial ropeways, passenger cable cars, passenger towing ropeways, etc.
Large-scale amusement facilities refer to facilities used for business purposes to carry passengers for amusement. The scope is defined as large-scale amusement facilities with a designed maximum operating linear speed greater than or equal to 2m/s, or an operating height higher than or equal to 2m from the ground.
Special equipment includes its attached safety accessories, safety protection devices and facilities related to safety protection devices
The necessity of safety supervision of special equipment
Boilers, pressure vessels, and pressure pipelines are special equipment with explosion hazards that are widely used in production and life.
Elevators, lifting machinery, passenger aerial ropeways, amusement machines and recreational facilities, and on-site (factory) motor vehicles are special equipment for carrying people or goods. Once they fail to operate properly, personal injury accidents often occur.
Regular inspection regulations
The design, manufacture, installation, maintenance, and modification of special equipment must obtain a license in accordance with the "Special Equipment Safety Law of the People's Republic of China" before engaging in related business.
Before or within 30 days after the special equipment is put into use, the special equipment user shall register with the special equipment safety supervision and management department. The registration mark shall be placed or attached to a prominent position on the special equipment.
